I'm actually of the opinion that it has to do with size and not location.

If it's under the house but you can walk around in it, that's a basement, not a crawl space.
If it's above the ceiling and you can walk around, it's an attic.
But if it's a three foot little wedge area that's awkward just because of the shape of the roof line or something, that's a crawlspace. My in-laws house in Hilton Head has a couple weird crawl spaces under the roof that are accessible, but that I certainly wouldn't call an attic.
