Oh, I know. I was saying that basing it on the postmark is a better way than when it's received.

We have control over when it gets postmarked by bringing it to the post office or dropping it in a mailbox on time.
We have no control over how long it takes to get from that post office to the election office.
There are issues no matter what but it seems like a bad idea to have it based on when it's received vs. when it's mailed.
