That may have been the case 100 years ago, but it just doesn't hold anymore. Every vote counts. And candidates can access all of them. There aren't

the impediments to travel and communication that used to exist. It's always going to be a combination of coalitions and the rural community will always be one of them. Trump campaigns in Green Bay, not Milwaukee. Neither candidate travels to Montana (and if they did, they still would). It gives too much power to too few people.
