This is insane, protesters were trying to go up a ramp to leave the highway, cops blocked, pushed back, flooding the highway with cars. They are supposed to give three dispersal warnings, then declare unlawful assembly, then arrest. I cannot imagine the rationale behind this except to be vindictive.
