Well ... most of the time the past several cycles.

Results were late in 2008 and 2012 rather late due to problems in the Portland Metro Area. That led the Oregon Legislature to enact laws allowing county clerks to start processing and counting ballots a week prior to Election Day (though results could not be released until 8:00 p.m. on Election Day).
Mail in voting helps, but allowing ballot processing to begin prior to Election Day is the real key.
