This is actually having the wrong effect than the intend. They think this will help keep them in the market in this resession, but it's actually just

making them less money overall. People who previously would be buying regular stuff are now buying these cheaper items. I've not seen any increase in customers. In fact, I'm seeing a decrease in deliveries as more people come to pick up their orders now.
And worse, they're diluting their brand by offering sub-par items at cheap prices.
My theory is they should have nixed their delivery charge. Stop charging so much for extra cheese or dipping sauces. Become the only pizza place that doesn't nickle and dime you for every little thing.
Focus so much on quality of product and great service and then every order will be 30+ dollars rather than half that.
