My memory of Florida 2000 is that there were two different stages: pre-certification and post-certification.

Pre-certification challenges had a very high threshold to demonstrate errors or wrongdoing that would change the outcome. Failure to meet this threshold means the SoS can go ahead and certify the results, and then the campaign can file a new motion protesting the decision, seek to force a recount, etc.
But all this stuff was 20 years ago and probably varies by state so grain of salt.
