Nope--He was pulling the same move he did in Episode IV (spoilers)

when he let the Falcon escape the Death Star so he could follow them back to the rebel base.

Let the disk go to whomever was higher up--they (the empire) obviously had them, because they caught right up to Leia's ship to start episode IV...which gave him Leia, who was a main cog in the rebel alliance.

The darkness, domination, and unrelenting evil Vadar showed in Rogue One enhanced his character, and was right in line with what he turned into in EPISODE III and also further underlined how far he had to go for Luke to turn him around.
