I think the simplest step is to provide a simple non-emergency "emergency" number. When Baltimore introduced 311, I know that helped. -- nm

I know Toronto has introduced 311 and my City is doing it next year (I believe)....I think we have a non-emergency number for Fire but no one knows it -- nm
