This literally means “Sinclair is launching their own streaming service”.

For those who don’t understand the technicalities of it, what they’re saying when they say that “their new streaming app will rollout first with TV Everywhere authentication” is that if you have the channels available through cable, you’ll be able to access them through the app. And only later will you be able to access them even if you don’t have them through cable (although presumably at a subscription rate).
