Speed limiters could be added, though with ICE cars they'd probably be easy to remove. NASCAR and Indy cars run

With restrictor plates to keep speeds under a certain threshold.
With Tesla's it's a matter of software. I can set a top speed limit on my car and put it behind a password before letting someone else drive. If mandated, they could set that restriction and lock it in with the flick of a metaphorical switch.
