WA state lost almost a billion, was able to reclaim 2/3rd the funds which seemingly went to nigerian scammers, sus an inside job

as some functions such as notification emails that an application was made, address was changed etc were NOT sent as originally programmed so IDs that were used had no idea a request for funds were applied for by people still working
