and the same restrictions don't apply to staff of other establishments (think: Walmart) who "gather" in a similarly sized space for much much longer

Places that sell food are considered essential business so the restrictions didn't apply. Church isn't essential so it was under restrictions

I disagree. I think square footage per person would be much more precise than a limit that ignores the size of the building. -- nm
