I didn't read in detail but from skimming it they're missing a big piece of the puzzle.

Coke was calculating the transfer pricing based of an old settlement with the IRS. The IRS came in and decided they didn't like the settlement anymore and assessed more taxes using a different transfer pricing methodology. EY might have been doing the documenting but they didn't create the strategy.
