Ok, after reading the 12th, 20th, and 25th Amendments I change my answer to the VP.

The 12th Amendment says that once someone has the requisite number of electors voting for them they are President and only goes to the House if there is no majority.
The 20th says "If, at the time fixed for the beginning of the term of the President, the President elect shall have died, the Vice President elect shall become President. "
So I think even at this point, it would be Kamala.
