I don't know about IN, but in CA when a project is done, a lot of times they put up signs indicating who funded it, partners, etc. If you have them, -- (edited)

check one out. Almost always feds are involved. This is one of the main areas that make some states donor states. They pay way more in federal taxes that go to federal transportation. The money is then disproportionately distributed to smaller states that can't afford projects. Under Chao, way more money went to KY than usual. I'm sure it's a coincidence.
