Looking into it they're different things. The effect that makes a rotor appear to be stationary or a hubcap to be moving in reverse is called -- (edited)

the Wagon Wheel effect and is an optical illusion.

The zoetrope is not the same thing as it's not an illusion but an effect caused by the spinning and taking short, quick pictures.
