I did. (spoils)

State is a great landing spot for him after Bartlet had already proposed him for UN ambassador.

By all rights, he should have won the presidency, but something completely out of his control changed the result.

Speaking of out of his control, the entire Santos rise seemed less to do with him and Josh and more due to other actors.

(1) Hoynes torpedoed by a old sexual harassment charge
(2) Baker denied the nomination at the convention because his wife was hospitalized for depression (this was some serious weaksauce)
(3) Barlet strongarms the teachers' union into backing Santos at the convention despite the fact they can't stand the candidate.
(4) The nuclear accident in California.

At each stage, the Santos campaign is on the ropes until outside forces intervene and elevate him. He's kind of like Jon Snow.
