In all honesty, between John Spencer’s death and NBC not going along with another season, they had to cover for Santos even though they wrote him as the clear loser all along.
They wanted to write a “decent Republican” story to atone for both Bush’s real failures and the hackneyed way Sorkin wrote the Governor Ritchie joke in Season 3/4.
But to do right by that plot, you had to make it implausible for a no-namer like Santos to rise up.
Of course, it happened in real life 2 years later with John Edward’s imploding, Hillary’s baggage, and then the financial crisis that killed any chance McCain had of competing.
