We do elect our city offices in an off year. Not even a mid-term year, in an odd year (2013/2017/2021, etc). Elections for mayor, borough presidents, city council, etc. It's kinda silly.
Nonetheless, folks should vote!
(that off-year cycle is likely why they could use records to figure out he didn't vote)
