At the beginning of the term the rules only take a majority but to change the rules in the middle of a term takes a 2/3 vote.

The filibuster is simply a rule so it could be deleted when the new Senate came in. I know the House passed it’s rule package but can’t find anything on the Senate. It’s usually the second order of business after electing leaders but wasn’t sure in this case.
