Today? He'd have to be removed as President before he could be removed in handcuffs. On the 20th? Pretty much

Any federal police force, the Secret Service.
If he's in the White House, the USSS will remove him, though as a protected, not a prisoner, so no cuffs.
If he's served with an arrest warrant, the FBI or federal marshalls could take him into custody, but probably after the Secret Service removes him from the White House
