VERY not afraid of violence and more than likely to be armed even if the law in DC says they can't carry.
IOW, the police are all hot shit when they can reasonably assume the crowd they're opposing is unarmed, and scared shitless (oops! a swear!) when faced with a crowd they can reasonably assume has some significant portion carrying weapons.
