And I can't remember if it is just Cabinet officials who make the decision, or if "Cabinet-level" officials are included.

I'm pretty sure it's just the Cabinet, but I could be wrong.

Yup. But the question is: Do the WH Chief-of-Staff, CIA Director, Director of National Intelligence, etc. meet that definition.
