my response is this make sense? he;s saying they throw the outer envelope away and then it is all about fraud

I'm curious what does the outer envelope have to do with anything? Voter information on the card is still compared to the voter rolls. Fraud allegations are 1-60 (with the 1 win being about legalize rather than anything substantive)
