i believe so. that was the case with Nixon - he was never charged with anything, he got a blanket pardon for "whatever"... but they never charged him

stepping down was considered enough. to my knowledge, there hasn't been a blanket pardon since. it's questionable and gets into Russia/Putin territory to have blanket pardons for past and future crimes... i think that it would ultimately get struck down, but may take a while to meander through courts.
