Ford was not "acting", he had been sworn in as President when he pardoned Nixon.
Pence wouldn't be sworn in as President because Trump would still hold that title.

If the 25th is successfully invoked, Trump could be convinced to resign, making Pence the actual POTUS and giving him all the powers. -- nm
