Caspar Weinberger seems like one that would have to admit guilt, but by doing so get the pardon and not have to be sentenced.

i believe there has to be acceptance of the crime to receive a pardon. that's why the blanket one is kind of weird.. you'd have to start admitting to a bunch of crimes to get the pardon? it's kind of loose... i think it's worth revisiting after ... how many years has it been?
