If you can use WiFi most of the time, you probably don't need much of a data plan.

Calls and texts don't count against it, so it's really just if you use maps or naviagation and such. But, a lot of that COULD be done on Wifi until you leave.
I'd suggest the Samsung A21 which is $269, but below that...I really have no clue.
