What I do is buy an unlocked phone. These Motorolas are probably the best cheap phone.

If you literally do not want to use it outside your home, simply sign up with Google Voice. You will get a phone number to get calls and texts and you can use it with wifi. If you want the ability to use outside the home, Mint could be a good option if you have signal with them. The Moto phone will work fine with it.
