Forget the 25th. It's a trap. Removing him using the 25th gives him leverage to moan for the rest of his life that it was stolen from him.
Impeach him again. Convict him in the senate, if possible.
Make it clear that he's unfit to be president ever again, and that he's a disgrace to America.
