over time it's become unacceptable to mock names after it being standup and joke fodder for years (although my racist dad still pulls up his class rosters and laughs through the names with anybody that will listen), especially for Black people, but for a lot of other cultures. (this is a US-centric rambling...)
this practice of reviving old timey names or odd spellings i think may be tied to a a desire by people who don't have strong ties to an origin country or past cultural identity to kind of have that tie as well. people are naming after long-dead great great grandparents or historic figures. it's now a LOT more acceptable because of the changes in society making it less acceptable to mock someone's name. there are possibly some that are doing this in direct protest of certain people's names they don't like (like... a certain family member that named his first two kids after civil war generals), but i think in most cases it's a case of wanting to revive a forgotten past or to create a new tie to history that may or may not exist.
this is not really supported by anything, but it's based on what my primarily white friends have talked about as justification for naming their kids what they do. they don't really have a strong "my people came from this country or region, these are our customs" kind of vibe.. more just of a general american melting pot background that's left them with random strings of ancestors, not really a direct lineage.
