There are going to be big lawsuits as real money has been spent. When Obama was threatening to hold things up there were still lawsuits in Nebraska

holding up the pipeline. Still are, the farmers are fighting tooth and nail to keep that northern section away from the Ogallala Aquifer. Oil leaks into that and you will never get it all out.
