If there is an HOA in place, or a landlord or someone with authority in addition to the residents/owners/tenants/whatever, those other folks could be exposed to contributory or vicarious liability.

I.e., "You knew or should have known there was a drug cartel operating out of that residence, you had the authority and responsibility to do something, and you failed to fulfill that responsibility."
