I'm 50/50 on the first 2. I think he explains it away as he has to protect himself from the democrats that will come after him for political purposes

I don't think it fully saves them though (obviously state law issues, but also holes for things he doesn't cover). My hesitation is really only that I don't fully know the scope of what other consequences he may have. For example, he may not be able to use the Fifth Amendment in interviews with the FBI or congress about various actions and then may commit new crimes for perjury.
