I had the same q - under the law, people who are 18 or younger are not automatically deemed to have given consent.

Depending on age, they can give consent themselves - eg a person who is 16 will have a healthcare card, and they can give consent themselves - or the decision can be made on their behalf, eg by a parent.
Also, people who don't have decision-making capability, or who have lived in NS for less than a year, are not deemed to have given consent. So if you come to NS as a tourist, you won't get your organs harvested.
