It depends on what type of place it is.

If it's a family restaurant and you're annoyed because someone has kids that are making noise, deal with it. If it's a fancy place, agreed.
If it's a movie theatre, the kids can make as much noise as they want in the lobby, but they need to be quiet when watchign the movie or we're leaving.
We haven't taken our kids to a movie yet, because there's no way in hell they could sit through it.
