I don't know if data caps correlate to net neutrality. If the data caps are across the board, then everything is treated equally. If they were to - say - cap Netflix but not cap HBO Max, that would be a net neutrality concern.
FWIW, "free Netflix with T-Mobile" or "free Disney+ with Verizon" are a direct consequence of *NO* net neutrality. If we get net neutrality, those bundles go away.
