Nixon was VP under Eisenhower, lost the 1960 election to Kennedy, ran for governor of CA and lost that in 1962, then bowed out for a while.

After Goldwater got blown out in 1964, the GOP went looking for someone not currently in office and thus less blameworthy. Re-enter Nixon.
