They can both be bad ideas. The refusal to commit keeps McConnell honest because if he is purely obstructionist they can cut the filibuster. I

actually think there's value in the filibuster, but not when it can be used without limit. Back before Obama became president it wasn't used nearly as often. It was only for the "over my dead body" issues. As we became more polarized and McConnel saw the value of pure obstruction it changed. Personally I think it should be like NFL replay challenges. You get a limited number per session. Use them wisely (there would need to be rules around not just repackaging the same legislation and doing it until challenges are used up). Or do it the old fashioned way and make them actually filibuster. Make it hurt.
