I posted a couple of ideas below (one being the same as yours). Hadn't thought about reducing the override number, but that makes sense. The biggest

problem right now is that one party is actively opposed to governing unless they call all the shots (and even then they barely care unless it's for tax cuts). There simply isn't good faith on both sides.
