It’s a false equivalence. A single sophisticated investor moving large amounts of money around to make even larger amounts of money has a substantially different risk profile than a gaggle of naive retail investors being taken advantage of, who stand to lose the shirts off their backs chasing a miracle. At some point the dealer is responsible for not cutting off the supply.
