Well, here's how I see the timeline.

He starts the affair a year or so ago.
Someone finds out four months or so ago. They tell him that they'll wait until after the stimulus money brouhaha is done, then they'll expose him if he doesn't do it first.
The stimulus fight is over, and he goes down to Rio for one last goodbye.
Someone, maybe the source, starts a leak to the press that the governor is AWOL. The LtGov calls Sanford up and tells him that the story is making national news.
Sanford returns and is forced to reveal everything, or risk not being in control of the story.
