Been watching figure skating on NBC this weekend and the mask usage in Russia vs. Japan is stark.

FWIW, in the U.S., there's no one in the audience. Just cardboard cutouts. And whenever we see people (skaters, coaches, commentators, etc.), they're all wearing masks. It's all about optics.

That aside, in Russia, they seem to have alternate seating in the stands. Everyone's wearing a mask, but their efforts are minimal. Lots of uncovered noses, even many covered chins. When we see people coming on/off the ice, there's only a cursory effort to cover up. No one's really taking seriously.

In Japan, on the other hand... There's a lot more people in the stands, although it still looks like it's alternate seating. And everyone is taking their masking protocols quite seriously. It's not about optics or policy in Japan. It's about actually being safe.
