Mentioned within the article is a bit of commentary about verbal contracts and month-to-month leases. I imagine it’s not legal overall.

But you can definitely put notices to vacate as a first attempt to “encourage” people to self-evict.
Self-eviction is a real problem when it comes to the lower class breed of landlords in dealing with their tenants. People don’t know their rights (few as they may be in Texas), and are scared into not exercising them.
