Google has always allowed this. Apple forcing it is an issue, but the real issue is distribution. The app stores

provide a central distribution method and I've got no issue with them getting paid for that. They are providing a service after all.
Lots of small developers would have serious issues setting up and maintaining a method of distribution for their apps - and getting paid.
