NASA has issues just like any other government agency. The Space Launch System (SLS) is a current example of things going less than well

If that 7X number is holding up, I argue that it is despite SLS rather than because of it. At least parts of that project are spending lots of money trying to figure out how to currently use decades old technology. Granted they are trying to scale up some of them but still.
