I'm not saying that it's not but the shade could have very well be at earlier stages of the decision process

OSHKOSH/FORD Winner
WORKHORSE who seems to be an all but brand new company. An EV so there's that but they advanced to the finals on the basis of a joint proposal between Workhorse and Hackney. Hackney does customized truck and van bodies and modification. Hackney dropped out of the partnership.
If you really want to go all conspiracy, there were five finalists who were awarded money to continue work towards the final proposal and build prototypes and AM General and Mahindra dropped out.
