Even though they could have saved a lot of expense via WFH, we can't discount the "that would be crazy" inertia from the traditional way of doing things. A special factor here is that everyone was forced to adapt at the same time, so no company had to go first amongst their competitors, and there was basically no drawn out training process - everyone just had to get into the groove quickly.
Cars and roads and homes and commuting to work were not new concepts before WWII, but the sudden development of suburbs changed the commercial landscape of the country and culture.
