because planning for mass vaccinations is based on scaling for a surplus of supply, not for scarcity. -- (edited)

when you have a surplus it make sense to target it as broadly and through as many outlets as you can. In a scarcity environment, however, it does not.
This is the only explanation I can think of that makes any sense to me.
